The procedure for concluding a contract with CARNET

Registrars can be legal entities and natural persons with independent activity that have registered headquarters in the European Union and registered independent activities in the field of computer technology. Prospective registrars must meet the Conditions set by the CARNET Managing Council, based on the proposal of the .hr Domain Management Committee.


If your company or craft meets the mentioned conditions, the contract signing process is as follows:

1. Providing contact information

You need to fill out a document with accurate information and send it to the address registar@domene.hr. Upon receipt, a user account will be created for you on the testing application through which you can register .tst.hr domains (if the DNS server is properly configured, these domains will be visible on the Internet).

2. Gathering the necessary documentation

  • Declaration of compliance with the Conditions
  • You need to fill out a document with accurate information and provide links to your websites where the fulfillment of the conditions can be verified. The document needs to be signed, verified and sent in PDF format to the address registar@domene.hr, and the original document delivered to CARNET.

    Based on this declaration, the .hr Domain Management Committee will verify whether your company or craft meets the stated Conditions.

  • Transaction log retention Statement
  • This statement must clearly indicate that all transactions are conducted upon the exclusive request of the holder. You need to specify how you receive requests (via the web, e-mail, or in paper form) and how you archive and retain the requests.

    You also need to specify the method and intervals at which you create backups of the data stored in electronic format. This signed and verified Statement needs to be sent in PDF format to the address registar@domene.hr, and the original document delivered to CARNET. 3. Data verification

After the .hr Domain Management Committee receives the documentation, they will verify whether your company or craft fulfills all the requirements. Following that, they will propose the signing of the Contract to the CARNET Managing Council.

4. Signing the Contract

Once the CARNET Managing Council gives approval, you need to make a one-time payment of 530,89 EUR to the CARNET account, after which the Contract will be signed by the Director of CARNET. The signed Contract is necessary to obtain a bank guarantee.

According to Article 12 of the Registrar Contract, instead of providing a bank guarantee, the Registrar has the option to deposit the required amount or a higher amount as per the rules applicable to bank guarantees.

After you submit the bank guarantee or confirmation of the deposit, the .hr Domain Management Committee will give consent for your company or craft to commence registrar activities.

Bank guarantee or deposit amount

The minimum amount for a bank guarantee or deposit is 1.327,23 EUR. If your debt reaches the provided amount, the system will automatically disable further transactions until you settle the incurred costs.


Additional documentation

If you wish to use EPP, you need to provide us with the IP addresses of the computers that will connect to the EPP service.

If you provide online services to your users through the web, you need to submit a statement confirming possession of a valid SSL certificate. This signed and verified statement needs to be sent in PDF format to the address registar@domene.hr, and the original document delivered to CARNET.
